Twenty-four hours ago almost no one had heard of this company/site and now you can't get it to come up 'cause it's probably being overloaded with hits.
Unfortunately, Google declined to comment to me beyond what's on the Dodgeball site. They said they had no announced plans. Alas, I will be left to speculate . . .
Clearly this technology/network is about location-aware services (and advertising) and particularly appealing to the under-40 crowd (probably more like under 30) — of which I am unfortunately no longer a member.
